Monaco functions under a constitutional framework where executive power remains heavily concentrated within the hereditary monarchy, precluding it from operating as a full institutional democracy. Prince Albert II retains supreme authority, possessing the exclusive power to appoint and dismiss the government, which is accountable solely to the crown rather than to the legislature. While the unicameral National Council is freely elected through competitive multi party contests and actively exercises budgetary oversight, its legislative capabilities are structurally limited because it lacks the power to initiate legislation without royal assent. The microstate maintains a strong respect for civil liberties, individual property rights, and personal freedoms, and its assuming the rotating presidency of the Committee of Ministers of the Council of Europe in May 2026 underscores its integration into European institutional networks. Nevertheless, the systemic absence of independent executive accountability, coupled with strict restrictions that limit citizenship and voting access to a small minority of the permanent population, reinforces a skewed political playing field that leaves final governance decisions concentrated in the palace.

A concise introduction to Monaco, together with notes on how power and law are organized, to put local ballots in context.
The Genoese built a fortress on the site of present-day Monaco in 1215. The current ruling GRIMALDI family first seized control in 1297 but was not able to permanently secure its holding until 1419. Economic development was spurred in the late 19th century with a railroad linkup to France and the opening of a casino.
Since then, the principality's mild climate, coastal Mediterranean scenery, and gambling facilities have made Monaco world-famous as a tourist and recreation center.
