Robust Democracy
As an overseas department and region of France, Mayotte functions within the institutional framework of the French Republic and the European Union, which secures robust civil liberties, clear multi party competition, and an independent judiciary. Residents participate fully in French presidential, legislative, and European parliamentary elections, alongside local departmental and municipal contests. However, the island experiences extreme governance strains and intense social friction resulting from an ongoing migration and security crisis. These systemic pressures culminated in a new implementation decree on 5 May 2026 that significantly restricts automatic birthright citizenship rules on the island, a policy adjustment intended to deter irregular migration from neighboring nations. While civil society watchdogs argue that this legislative differentiation creates a problematic two tier legal framework compared to mainland France, the territory maintains a reliable system of institutional accountability, free press expression, and protected public dissent, placing it at the lower boundary of a robust democratic system.
