Robust Democracy

Luxembourg maintains an exceptionally stable and mature democratic system, characterized by a resilient institutional architecture, robust separation of powers, and deep respect for the rule of law. The country operates smoothly as a constitutional monarchy with a parliamentary system where political change occurs seamlessly through open, competitive elections, as evidenced by the steady governance under Prime Minister Luc Frieden's coalition. In his recent State of the Nation address, the Prime Minister reemphasized the protection of democratic values, social cohesion, and the predictability of the legal environment amid regional geopolitical uncertainties. The judiciary operates with total independence from political interference, corruption remains remarkably low, and civil liberties, including freedom of expression and digital space protections, are strongly guaranteed. While administrative transparency and certain policy implementation metrics experience routine bureaucratic delays, the institutional frameworks for accountability, independent media oversight, and civic participation are highly effective, firmly anchoring the Grand Duchy among the world's most functional and resilient democracies.

Country background

A concise introduction to Luxembourg, together with notes on how power and law are organized, to put local ballots in context.

Founded in 963, Luxembourg became a grand duchy in 1815 and a constituent part of the Kingdom of the Netherlands after the Congress of Vienna. When Belgium declared independence from the Netherlands in 1839, Luxembourg lost more than half of its territory to Belgium but gained a larger measure of autonomy within the Kingdom of the Netherlands. Luxembourg gained full independence in 1867 by promising to remain permanently neutral.

Overrun by Germany in both world wars, its neutrality ended in 1948 when it entered into the Benelux Customs Union and joined NATO the following year. In 1957, Luxembourg became one of the six founding countries of the EEC (later the EU), and in 1999 it joined the euro currency zone.
