Robust Democracy
The Cayman Islands, a British Overseas Territory, maintains a stable and high functioning parliamentary democracy characterized by a strong adherence to the rule of law and transparent governance. Following the most recent general elections, the territory has seen a continuation of peaceful political competition and a clear separation of powers between the elected government, led by the Premier, and the UK appointed Governor, whose role is largely focused on external affairs and internal security. The judicial system is widely regarded as independent and efficient, providing a reliable framework for both civil liberties and the territory's significant financial services sector. Recent legislative updates in 2025 and 2026 have enhanced anti-money laundering protocols and beneficial ownership transparency, reflecting a commitment to international standards of accountability. While the territory does not possess full sovereign independence, its internal self-governance is robust, with a vibrant media landscape and active civil society that freely scrutinizes public policy. Constraints on the index primarily stem from the lack of full autonomy in defense and foreign policy, yet the domestic democratic experience remains one of the most stable and rights-respecting in the Caribbean region.

How we classify regimes →World Factbook
A concise introduction to Cayman Islands, together with notes on how power and law are organized, to put local ballots in context.
The British colonized the Cayman Islands during the 18th and 19th centuries, and Jamaica -- also a British colony at the time -- administered the islands after 1863. In 1959, the islands became a territory within the Federation of the West Indies. When the Federation dissolved in 1962, the Cayman Islands chose to remain a British dependency.
The territory has transformed itself into a significant offshore financial center.
